Carnegie (TUCKER's) or WHOSE Plan? Is knowledge of and/or approval of Marc Tucker’s long-standing plan the reason the neoconservative leadership has been so late in opposing HR 5 and S.1177? Was its reluctance to take a stand until the very last minute due to their wanting to see HR 5 and S1177 pass in order for the Tucker Plan to be implemented? Was their reluctance to join in the grassroots effort to defeat these bills due to their support for tax-funded school choice/charters with unelected boards, which is called for in HR 5 and S 1177?

Carnegie Corporation's Marc Tucker, close friend of Hillary Clinton (remember the “Dear Hillary letter”?...see below) spells out clearly how Americans must give up true local control at the local level by getting rid of locally-elected school boards, getting rid of the property tax for the funding of education at the local level, and giving 100% control of education to State Departments of Education, Governors, and their appointed councils, etc. TUCKER EVEN CALLS FOR DOWN SIZING OR GETTING RID OF THE U.S. DEPT. In the above 5/14/13 article “Governing American Education”, Tucker explains for the reader the new meaning of "local control" constantly referred to in HR 5 and 1177, The Reauthorization of ESEA, and by Congressmen and Senators during the recent debates covered by C-SPAN.
The late Samuel Blumenfeld (education researcher/prolific writer/American patriot) had this to say twenty years ago regarding the nefarious plans that have resulted in HR 5 and S 1177. WITH THE CARNEGIE-FUNDED AND CONTROLLED EDUCATION COMMISSION OF THE STATES AND NATIONAL GOVERNORS ASSOCIATION. STATE DEPARTMENTS OF EDUCATION HAVE BEEN RECEIVING U.S. DEPT. OF EDUCATION FUNDING UP TO 81% OF THEIR ADMINISTRATIVE BUDGETS SINCE AT LEAST THE EARLY EIGHTIES.3D, PAGE 35O: The Washington Times, April 7, 1995: "Why the Education Department Must Go", Gordon S. Jones, former Undersecretary of Education, in Secretary T. H. Bell's Dept. of Education: "To put the matter in its starkest terms, state school superintendents like the Department of Education because they are getting, on average nationwide, almost half of their funding and staff courtesy of the federal taxpayer. The state of Michigan, for example, receives 77 percent of its operating budget from the Department of Education; its counterpart in Iowa has 81 percent of its staff paid for by Uncle Sugar."
In addition, local schools have received thousands of so-called "state capacity building" grants from the U.S. Dept. of Education to control the local level's teacher training, curriculum development, development of and implementation of the National Assessment of Educational Progress, etc. etc.
PROMISES OF REMOVING U.S. DEPT. OF EDUCATION (FEDERAL FOOTPRINT AND CONTROL) THROUGH S 1177 IS JUST IDLE TALK IN ORDER TO GET THE AMERICAN PEOPLE TO ACCEPT THE NEOCONSERVATIVE/CARNEGIE/TUCKER LEFTIST INTERNATIONAL AGENDA (S1177 and HR 5). WHY, AFTER 35 YEARS, IS THERE THIS CALL TO ABOLISH THE U.S. DEPARTMENT OF EDUCATION? Why was the U.S. Dept. of Education NOT abolished long ago, when doing so would have encouraged a return to academics and true local control?
ANSWER TO ABOVE QUESTION: SUPPORTERS OF S1177 KNOW THEY DON’T NEED THE U.S. DEPT.OF EDUCATION ANY MORE. IT HAS DONE ITS JOB!!!
USE OF HEGELIAN DIALECTIC: CREATE PROBLEM: “BIG BAD NO CHILD LEFT BEHIND” WITH ITS UNWORKABLE TESTING/ACCOUNTABILITY REQUIREMENTS; PEOPLE SCREAM; IMPOSE THE SOLUTION NO ONE IN HIS RIGHT MIND WOULD HAVE EVER CONSIDERED, MUCH LESS APPROVED, HAD THE PROBLEM NOT HAVE BEEN DELIBERATELY CREATED!
