Congressional Races
The House of Representatives has been mostly in Democrat hands since WWII, with a couple of respites. The 2010 elections were a major, historic rout by the Republicans, putting them firmly in control. This was more of a strong backlash to the extreme Progressive tendencies of the Obama, Pelosi, Reid regime than any great love for Republicans. So far, they have done better than the Democrats, but are largely a big, cowardly disappointment, funding Obamacare, making mostly illusory cuts, not investigating the Obama excesses, etc.

April, 2010: CA 36th District had a race. Liberal Jane Harmon won re-election in November 2010 and resigned shortly thereafter to join a Liberal think tank, which will cost the state $3MM to hold a special election, About 10 candidates are running, including Debra Bowen (D), current secretary of State. Conservative Craig Huey ran as a Republican, also garnering Libertarian endorsements. Harman won special election.
2012 candidates have already have positioned themselves, developing signature issues, stump speeches and lining up support.
Chris Mitchum and Abel Maldonado (brought you Prop 14 and higher taxes), are lining up to oppose Lois Capps (D, Outer Space) in the current CA District 26, which is more competitive than the old Dist 23. Watson dropped out, to pursue business/personal interests.
Tony Strickalnd is running as the only 26 Dist Republican against "nonpartisan" (LOL!) Linda parks and a gaggle of Democrats. Dem's are pressuring candidates to drop out to avoid splitting the vote in the new nightmare top 2 primary system they created.
Democrats: carpetbagger Assemblywoman Julia Brownley, Oak Park (via People's Republik of Santa Monica); Harbor Commissioner Jess Herrera, Oxnard; real estate broker Al Goldberg, Ventura; businessman David Cruz Thayne, Westlake Village.
Mark Reed has been showing his face at Tea Party meetings and other events. He intends to run against Brad Sherman again.
Redistricting is likely to significantly affect many races.

Mr. Watson, thank you. Tunable wireless? Sounds like a unique market niche and very interesting potential.
Tom you mentioned the difficulties of running a start-up company. I am curious about CA forcing you to find lower cost manufacturing areas. Are you saying that state regulations increase your cost of doing business, and therefore you need to find cheaper labor and have to look elsewhere? Or did I mis-understand? Also, is there a distinction in your mind between California and Federal regulations? How would you as a United States Congressman be able to affect those strictly California state issues?
What are the top regulatory impactors to your business and if you were in Congress how would you approach the changes required?

Mr. Davidson, thank you for your response, and for taking the chance of going first in your response.
Like Mr. Watson, your career sounds exciting and complicated. Mr. Watson has a different view than yours in that he manufactures a product, so there are unique challenges to him that if resolved could help manufacturers all over the district.
Insurance and financial management are services as opposed to a manufacturering have their own challenges, I assume. What are the obstacles to running a successful service business in California? Are there prohibitive regulations that increase your cost of doing business? If you were in Congress, where would your attention be focused to bring the most relief to the industry, and how would this translate to improvements in California District 23?

Let me address just a couple of items here.
1. The Insurance Industry is the most heavily regulated industry in the country. Part of the problem with the regulatory environment stems from the fact that there are 50 different departments of insurance with eith an elected or appointed insurance commissioner. So there is is 'patchwork' of regulatory authority across the country. In some states there are NO mandatory continuing education requirements and in others, very stringent. In California we have an elected Commissioner vs. appointed (as it was in the past) and most do not have a good understanding about the insurance industry.
In some States, like Alabama, one Health Insurance carrier has 90% of the market share and there is no real competition to drive down the costs for consumers through competition. Here in California, we have about 6-7 major Health carriers but we have also seen a majority of the former companies that were domiciled here, move out. The Transamerica Tower in San Francisco is a symbol for Transamerica, but they have moved their headquarters to Iowa...just a reflection of the high corporate tax rates, over burdensome regulations and generally unfriendly business climate.
There is a need for meaningful regulatory oversight of the financial services industry because there are some bad actors out there. That is true of any industry. But right now, agents here in California have to comply with layer upon layer of State, Federal and Company regulatiory requirements, oversight and inspection to the point of having our e-mails (and those of our staff) filtered through an oversight process...how would you like to have every e-mail that you or your staff screened every day. This is America, Not Russia(yet).
I would like to see appropriate meaningful regulatory reform that would address the issues that I have outlined above.
2. When I am elected to Congress, I would like to be appointed to serve on the House Financial Services Committee where we could address these and other important Fererad and international financial issues.

As handsets become more feature packed and as more bands are added the antenna becomes a limiting factor in the overall performance of the device. Our devices allow the antenna to be tuned, or adapted to more frequencies or loading conditions such as hand or head placement. As far as cost goes, CA regulations make it very difficult to manufacture here, particularly for semiconductors. Even Intel won't add capacity in CA, they open all their new fab facilities in other states or overseas. That doesn't help us. CA regulations are worse than other states which is why we lose so many companies to neighboring states. EPA, tax policy and compliance regulations on a federal level definitely hurt our competitiveness and that is where I would focus efforts. CA just adds insult to injury.
