Opt-Out Customer Bitterly and Religiously Clings to Analog Meter in Ventura County, CA
Here we go again: SMART METERS - PHASE 2
Hello lovers of freedom and liberty! Hope you’re all having a good Holiday season. Unfortunately, the challenges never take a break even at this time of the year!
I don’t know if you’ve retained your analog SCE (Southern California Edison) meter through the opt-out program or were switched over to the “smart” meter unwillingly, but I’ve got good news and bad news. The good news is for those who were switched over and want their analog meters back. You can do just that by going to the SCE website and follow the directions: http://www.sce.com/info/smartconnect/facts/opt-out.htm. The bad news is for the rest of us in that SCE has filed with the CPUC (California Public Utility Commission) to raise our opt-out rates. I have included the SCE Notice that I received with my November billing that outlines their request ....
The health concerns arising from these “smart” meters are real and there is also the theory that the gas explosions we’ve heard of recently may also be linked to the “smart” meter installations:
Be certain of one thing: the utility companies do not exist to make our lives easier – they are multi-million (billion?) dollar companies that are in business to make money and satisfy shareholder profits just like any other business. So the above articles do not really surprise me.
I know we’re all tired and worn out from the Nov 6th election and some of us are discouraged at the results it produced after all of our hard work. However, as is said: "Eternal vigilance is the price of liberty." Being suspicious of this timing, I think that SCE is doing this now in hopes that with the Christmas and Hanukkah seasons upon us, we would be too busy to “notice” the notice. But we can’t let them get away with this! I, for one, am sick and tired of seeing the fruits of my labor being sucked down into the black hole of fees, taxes and bond measures every time I turn around. And I value my privacy and my health and should have the freedom to reject government intrusion into my personal life. Isn’t that what this nation was founded on? Enough is enough and we have to fight back! And I hope you join me, because we’re all in this together and none of us will individually escape.
So this is what we all need to do:
1) File a complaint with the CPUC at this website: https://ia.cpuc.ca.gov/cimsapp/?key=39949189 . I’ve included what I wrote to them as a guideline:

I have received a “Notice of proposed rate changes by Southern California Edison Company (SCE)” , Application “(A.) 11-03-014, et al” for the purpose of raising opt-out initial and monthly fees for declining the installation of “smart” meters. Since I am unable to attend any of the public meetings in December 2012 regarding this, I am hereby voicing my complaint against this proposal and am incredulous that an increase of any kind regarding smart meter opt-outs is even being considered by SCE! I am intensely against “smart” meters for both health and privacy issues and do not wish to be forced to comply to accepting a product that may compromise me in both of those areas by either making it monetarily impossible for me (and others) to reject it or by denying us the option to do so. I know how to manage my own electricity usage and have consistently low usage bills, so I see no need to put myself in precarious situations with technology that is still suspect.
What action do you want the CPUC to take?

I respectfully, but strongly implore the CPUC to reject this and all future increases against those of us who have already opted out and want nothing to do with “smart” meters. I do find it quite ironic that I am being monetarily punished on my SCE bill every month for NOT obtaining this product - I’m not used to paying for something that I don’t get. Furthermore, California Public Utilities Code Section 453 c states: “No public utility shall establish or maintain any unreasonable difference as to rates, charges, service, facilities, or in any other respect, either as between localities or as between classes of service”. This sounds like the initial opt-out fees which I am already paying are also illegal. So please do the right thing and just say “no” to the SCE rate increase request for “smart” meter opt-out Customers – and rescind the current fees as well. Thank you.
2) Then email a similar rebuttal to these “fees” to the CPUC’s Public Adviser’s Office @ Public.Advisor@cpuc.ca.gov and remember to put the proposal# “(A.) 11-03-014, et al” in all correspondence to them.
Don’t forget to state that you require a response from the CPUC in the letter/email that you send to them. We need to hold them accountable and keep them on their toes! If they have to answer us, they will know we are serious – and they’d better come up with something good! (see SCE Notice pdf file attached – page 2 under “CPUC Process” for that inclusion request) You can also send the letter via U.S. Postal Service or attend one of the public hearings listed on the SCE Notice.
That’s it! You don’t have to compose a long letter. Please get this done as soon as possible as time is of the essence.
I’ve attached some great websites below that you can just skim over to get a general idea of your “talking points” – which should be brief and to the point to make your case. As I was very frustrated and angry when I read the Notice, I did my best to temper my response in order to be as respectful as I could, but firm at the same time, and hopefully I succeeded.
