Here are the facts.
Due to court decisions, welfare, health care and numerous other programs must be paid for, whether or not we have a budget. The courts just ruled that 200,000 State employees must be fully paid, not receive minimum wage. Interests on debts must also be paid.
Left in the questionable area--for the moment--are the schools. Can anyone imagine the courts not adding government education to the list of "must pays" regardless of the lack of existence of a budget pass by the Legislature and signed by the Governor?
I have spent the day speaking with some legislators and staff people in Sacramento.
This is what they are telling me:
1. Due to court orders and potential orders, there is NO reason to pass a budget.
2. The Democrats are waiting for one of two things to happen:
a. The passage of the ballot measure to allow budgets to be passed by majority instead of 2/3--that means no budget till after January 1, 2011.
b. Hoping that Jerry Brown wins the governorship--that means no budget till after January 1, 2011.
3. If Whitman wins, expect the Democrats and Arnold to come to some deal between November 3 and November 30. Since a large number of GOP'ers are retiring, or starting December 1, 2010 will be their last term, it will be easily to find Republicans to sign off.
Bottom line: There is no incentive to pass a budget now and lots of reasons to hold off till at least after the November 2 election.
These are strange times--but I thought you should know what is being discussed in Sacramento, even if the formerly mainstream media won't discuss this.
With a $40 billion real deficit, $800 billion in debt, we deserve a budget now. We elected Arnold and friends to represent us and do the people's work. One part of the assignment is to provide a balanced budget--something they have not done in at least six years. Have you noticed the legislature and Governor burning the midnight oil, working on Holidays and weekends to give us a budget? Smoking a cigar does not count as negotiations.
Are there any adults left in Sacramento with the power to give us a balanced budget, now? It is time for a Regime change in Sacramento. We are looking more like Greece every day, and less like a democracy.
We are in trouble and everybody reading this needs to forward it to their friends, family and full email lists. Families need to know it is time to get off the couch and get to the streets--to elect the right people and defeat those who want higher taxes and no budget.
If I was a betting person, and I have never bought a lottery ticket, there will be no budget till at least after the November 2 election.
Get angry or get poor.
