What is S. 679? (Text of the bill)
This bill would eliminate the need for the Senate to confirm the nominees for various positions that are appointed by the President. For example, the Comptroller of the Navy would not need Senate confirmation. This bill would also establish a working group that would study how to best streamline the paperwork process necessary for executive appointments.
S. 679 is sponsored by Senator Charles Schumer (D-NY) and co-sponsored by the following Senators:
1. This bill is unconstitutional! Article II, Section 2 of the US Constitution states:
". . . .and he shall nominate, and by and with the Advice and Consent of the Senate, shall appoint Ambassadors, other public Ministers and Consuls, Judges of the supreme Court, and all other Officers of the United States, whose Appointments are not herein otherwise provided for. . . .
The power granted to the President cannot be altered simply by passing a bill! To change the powers granted to the President or Congress by the US Constitution would require a Constitutional Convention!
